"With the Compliments of Francis Wayland" slip tipped-in on title. In this speech,Wayland proposes an act to establish a Board of Pardons, and in the appendix, provides the rules for Connecticut's recently adopted version. Francis Wayland III, was son of the progressive Brown University president of the same name. Wayland served terms as both the probate judge and the Lieutenant Governor of Connecticut before becoming a professor, and later dean, at Yale Law School.

Octavo (23 cm); mixed pagination + 1pp ad + 4pp order sheets; illustrated throughout; 51 plates + 15 full page maps. Boards full bound in navy blue cloth with white, red, and black stamping. Green leaf endsheets with leather spine example pasted to rear endsheet. Boards generally soiled, scuffed and rubbed, worn only spine ends and corners. Spine head chipped and edges shelfworn. Cloth spine example stamped to back cover. Binding shaky but sound. Endsheets lightly toned at margins with rear free endsheet showing offsetting from leather spine example. Starting just after first free endsheet. Pencil to first and rear flyleafs and briefly throughout with minor soiling as well. Two of the four order sheets are filled in with customer names and addresses, the last unused sheet torn. Two other sheets have been ripped out previously and remnants remain at gutter. A Good or better example of a scarce salesman's copy.
