The book proposes that the rapid acceleration of social chance in Virginia has required the education system to make changes to accommodate the black scholars. The stated reasons for the study by the author include: "There is general concern among all classes of people for improving the social and economic conditions of all underprivileged people," "Education opportunities and facilities for Negroes in Virginia are below a reasonable standard for social effectiveness" and "Negroes are becoming increasingly conscious of their educational needs and are organizing to urge more adequate facilities." The book is broken up into different educational sections and also includes several graphs, charts and other index sections. Gold gilt lettering with Title & portrait of John P.
