A second title page is printed at page [5]. Total estimated expenses were a bit over two million, four hundred thousand dollars. This sum would discharge the costs of the Civil List, the Mint, foreign affairs, light-houses and other maritime necessities, the army and navy, military pensions, and miscellaneous claims and annuities.
