The Hamburg municipal goverrnment broadened the franchise from the limits set by the National Parliament (those having achieved 'citizenship' in the cities or states and, " ... Mitlgieder der israelitischen Gemeinden...."). At this point in the 19th century many German cities and towns required citizenship to vote, more often then not denoted by property ownership, tax paying, and a residency requirement. An artifact of the beginning of one of the great revolutionary movements in Europe. The meas. are appx. 13.5 x 16.75 inches.
