Slipcase with some wear, and missing narrow back panel. Discusses the farms and water resources of the Central Valley of California, and the government's role in water use and allocation. The author, a Senator from California, attacks the 160 acre limitation imposed on lands receiving federal water and defends the system of large acreage in the Central Valley.
