Organizing, in this busy post-Revolutionary legislative session, the Superior Court system; and encouraging commerce by establishing the ports of New Haven and New London as "free Cities and Ports for the Term of seven Years," so that "Foreigners and Citizens of any of the United States" shall not be subject to discriminatory duties. The General Assembly also authorizes Congress, still hobbled by the restrictions imposed by the Articles of Confederation, to levy duties on certain articles imported into Connecticut. FIRST EDITION.
