Corning, N.Y.: Printed at the Journal Office, 1862. Original printed wrappers [spine wear], stitched, 24pp. Tanned, two small binding holes in blank inner margin. Good+ or so. Butler argues that the City of Muscatine, Iowa, is not liable to bondholders because the bonds, on which payment was defaulted, were issued in violation of the Constitution of Iowa, which forbids municipalities from issuing railroad bonds; and that the bonds were in fact issued by the railroad, which is solely responsible for paying them.
