He reflects on the meaning of the Declaration of Independence, and its "flagrant contradiction" with the Founders' failure "to abolish Human Slavery-- then existing in most of the States. They studiously avoid the slightest allusion to this plague-spot in the political organism," because they "were so thoroughly convinced of the utter incompatibility of Slavery with a republic, that they spurned the very mention of the venomous monster...Our forefathers did not abolish Slavery, for the protest of the mighty slaveholding aristocracy would have defeated the general object of forming the Union." Now Congress has the opportunity to abolish Slavery everywhere in the Union, not merely by the Emancipation Proclamation, which operates only in the unconquered Rebel States. He also urges legislation preventing "land monopolies," i.e., ownership of land in excess of 640 acres; and the abrogation of State Sovereignty-- a radical program even for Radical Republicans.
