Introduced in the Massachusetts legislature in 1812, the proposed bill would exonerate debtors from liability for their contracted debts. The State's power to do so is a basic, constitutional attribute of State Sovereignty. Indeed, the Constitution grants the national government power to enact uniform bankruptcy laws for the entire nation; it would therefore be "absurd" for Massachusetts to be denied the power to enact such a law for its citizens.
